System Development Charge

SCHEDULE OF SYSTEM DEVELOPMENT CHARGE

Charges are applicable to the Towns of Kennebunk, Kennebunkport, Wells, Arundel, York, Ogunquit and in the City of Biddeford as set forth in the Water District’s charter as amended.

APPLICABILITY:

To all new customers and existing customers who increase their metered water demand*, excluding municipal and private fire service customers.

RATES FOR NEW CUSTOMERS (effective August 28, 2019)

If the Water District determines that a 3/4” or larger meter is needed, all estimated water consumption will be considered by the Water District in the determination of the System Development Charge (SDC). If the Water District determines that a meter’s size must be increased solely for the purpose of providing private fire suppression service, the SDC will be based upon the meter size needed to provide water service other than the provision of private fire suppression service.

*Note: See Sheet 2 of 4 for details relating to existing customers.

**Note: Unless otherwise determined by the District, the ½” charge will only apply to customers whose total fixture value, as set out in AWWA Manual M-22, is less than 50 and the total interior living / working space to be served is less than 1000 square feet. Although a ½” meter is listed in Manual M-22, it is neither common nor readily available. Therefore, a ?” meter will be installed.

RATES FOR EXISTING CUSTOMERS:

For existing customers who increase meter size, the charge will be the difference between the SDC for the increased meter size and the current SDC for the customer’s existing meter size, except as provided below*.

EXAMPLE:

• New 5/8″ meter SDC             $ 1,657
• Less existing 1/2″ meter SDC $ 649
• Balance due                             $ 1,008

For existing customers who increase meter size to 3/4” or larger, the charge will be based upon the difference between the anticipated consumption and the amount of historical consumption attributed to the smaller meter*. See Sheet 4 of 4.

Unless otherwise agreed to by both the District and the customer, in the case of existing customers that propose to redevelop their premises in a manner that requires the installation of additional meters, for purposes of determining the additional SDC to be paid, the historical consumption of the premises shall be distributed equally among all subsequently installed meters of equal size, and proportionally among those meters of different sizes, as determined by the District-wide historical consumption for the different meter sizes.

For existing customers with a ¾” meter or larger who do not increase the number or size of their meter(s) but alter, expand or redevelop their premises in such a manner that will result in an increase in water consumption at the customer’s premises by an amount of 166 gallons per day or more over the customer’s historic consumption, the Water District will assess a System Development Charge (SDC) based upon the estimated increase in water consumption. See Sheet 4 of 4.

* NOTE: If the existing customer’s SDC for the smaller meter has already been adjusted after three years as provided for in prior MPUC-approved Tariffs, the adjusted SDC shall be utilized in this calculation. If the existing customer’s SDC for the smaller meter has not been previously adjusted, the current SDC for the customer’s existing meter size shall be utilized in this calculation. If no prior SDC has been paid because water service to the customer’s premises predates the SDC, the historical consumption shall be calculated using the best available information for the greater of the estimated peak season average daily consumption during 1985 or the peak season average daily consumption during the most recent three years of water service prior to the proposed meter increase. The original SDC shall then be calculated as shown in Step 2 on Sheet 4 of 4.

ANNUAL ADJUSTMENT:

All SDCs shall be adjusted annually upward or downward to reflect inflationary/deflationary changes in construction costs. The adjustment will be made according to the Whitman, Requardt and Associates published index and will be issued within 60 days after publication of said index.
