The following Rate Schedules govern all metered water sales and fire protection charges. The System Development Charge is a one-time charge that is paid before becoming a customer or is applicable if an existing customer requires a larger meter.

Annual Schedule of Rates

Cancels all existing schedules currently in effect April 1, 2007.

Rates for water listed below are applicable in the Towns of Kennebunk, Kennebunkport, Wells, Arundel, York, Ogunquit and in the City of Biddeford as set forth in the District's Charter and Amendments thereto.

METERED RATES

All classes of consumers, except those for which other service is specified in the following schedule, will be supplied with water only on a metered basis. Unless billed otherwise as of the effective date of this schedule, each meter will be billed separately and will be subject to the regular minimum charges specified for the size of meter.

Seasonal Schedule of Rates

Rates for water listed below are applicable in the Towns of Kennebunk, Kennebunkport, Wells, Arundel, York, Ogunquit and in the City of Biddeford as set forth in the District's Charter and Amendments thereto.

METERED RATES

All classes of consumers, except those for which other service is specified in the following schedule, will be supplied with water only on a metered basis. Unless billed otherwise as of the effective date of this schedule, each meter will be billed separately and will be subject to the regular minimum charges specified for the size of meter.

Seasonal water use includes any intermittent use, season after season, at the same premises. If your account is off for three months or greater, your account will be subject to seasonal rates.

The seasonal minimum charges will not be prorated for fractions of a year. The full seasonal minimum charge shall be due and payable in advance at the time the water is turned on for the season.

The District will not charge seasonal customers a turn-on or a turn-off charge or a special charge for annual meter installation and removal if performed during its regular business hours.

Private Fire Protection Service Rates

For service connections to the District's mains used to supply sprinkler systems or any other appliances used solely for fire protection purposes, there shall be paid to the District an annual charge of $49.90 per inch of diameter (to be billed quarterly) in accordance with this Schedule.

When there is only one sprinkler system, the charge will be calculated according to the diameter of the connection to the District's water main or the diameter of the riser pipe, whichever is smaller. The riser pipe is defined as the pipe that is connected to and located immediately above or downstream of the system check valve.

There shall be no charge for sprinkler systems which have riser pipes under 2" in diameter.

For the purpose of determining the fire protection charge when a connection to the District's water main supplies both general service use and fire protection appliances, the charge will be based on the full diameter of the connection.

For each private fire hydrant owned and maintained by the customer, there shall be paid to the District an annual charge of $299.40.

The owner of the private fire hydrant and/or sprinkler system shall be responsible for the payment of the charge. (Fire protection charges will not be prorated even if such devices are seasonally turned off.)



Private Fire Protection Service Rates For Multiple Sprinker Systems

When there are multiple sprinkler systems located on the same site, either in multiple buildings or in a single building, the charge will be calculated according to the sum of the diameters of the riser pipes or the diameter of the connection to the District's water main, whichever is smaller.

Public Fire Protection Service Rates

These rates are applicable only to public fire protection service for use solely by the municipalities of Kennebunk, Kennebunkport, Wells, Ogunquit, Biddeford, Arundel and York.

For each public fire hydrant owned and maintained by the District and installed after October 1, 1983, there shall be paid to the District by the municipality in which such hydrants shall be located, a minimum annual public fire protection service charge of $864.00.

All public fire hydrants now existing or to be installed will be cared for and maintained in good working order (unavoidable accidents expected) by the District. Once any fire hydrant is actually installed and in operation, the total annual fire protection service charge then in effect will not be reduced, even though the municipality served should order one or more hydrants removed.

Should the municipality order any hydrant or hydrants moved to a different location, the municipality shall pay to the District all costs of removing said hydrant or hydrants.



Schedule of System Development Charge

Charges are applicable to the Towns of Kennebunk, Kennebunkport, Wells, Arundel, York, Ogunquit and in the City of Biddeford as set forth in the District's charter as amended.

To all new customers and existing customers who increase their meter size, excluding municipal and private fire service.

For meters 2" and larger, the System Development Charge (SDC) will be determined by the Water District based upon the estimated consumption. For meters 2 " and larger, the charge will be adjusted after three years service history based upon actual consumption during the second and third years.

**Note:
The 1/2" charge will only apply to customers whose total fixture value, as set out in AWWA Manual M-22, is less than 25. Although a 1/2" meter is listed in Manual M-22, it is neither common nor readily available. Therefore, a 5/8" meter will be installed.

RATES FOR EXISTING CUSTOMERS

For existing customers who increase meter size, the charge will be the difference between the system development charge for the new meter size and the charge for the existing meter size.

ANNUAL ADJUSTMENT:

All system development charges shall be adjusted annually upward or downward to reflect inflationary/deflationary changes in construction costs. The adjustment will be made according to the Whitman, Requardt and Associates published index and will be made within 60 days after publication of said index.


TERMS OF PAYMENT:

The system development charge shall be paid by the customer or the customer's agent before connection of the water service. The amount due will be based upon the charge in effect at the time of payment.
